What gender is it aimed at?
Both, as it as comedy and irony aspects both genders can appreciate. As both men and women can use the service, an advert that appeals to both genders often disapproving thoughts of the adverts this advert is mocking succeeds in attracting a mixed audience.

What tools/ techniques is used to attract the gender?
Ironic sexual content, comedy. Women are more likely to appreciate the ironic sexual objectification that they are often subject to, and also appreciate the advert poking fun at this, making it seem ridiculous, which it is predicated that women would support.
Men would appreciate the usual sexual advert being taken away from them, which could be interpreted as a friendly mocking from the advert on the people, most likely men, who prefer the sexual adverts the most. 
The comedic and utter ridiculousness of the advert would attract both genders, regardless of sexual content, but statistically men are more likely to appreciate comedy in adverts.

What connotation is contained within it that allows that connection with the audience?
Denotes that sex and comedy sells, and uses this ironically to connote that the sexual adverts that are common place are ridiculous and ineffective, possibly also suggesting that these adverts are out of date and sexist to both genders (although more often females are used objectively). So this opinion is connoted to the audience, which they can relate to and support.
